Bakiyev’s parliament tried to do it 5 years ago but found no ground
Astana. August 16. KazTAG- The decree of Kyrgyz interim government on immunity deprivation from the 1-st Kyrgyz President Askar Akayev was signed by Roza Otunbayeva, the President of Kyrgyzstan. Askar Akayev said that the decree is non-constitutional and added that he is not going to argue with the current power. He made the statement during an interview to KazTAG in a telephone talk from Moscow.
- This document is illegal and non constitutional. First, any actions concerning the president, ex-president of the country can be taken only by Zhogorku kenesh - the Parliament. Being Kyrgyz neighbors you know, that there is no Parliament in the country now. The Parliament was dissolved by the interim government in April, the new Parliament is supposed to be elected in October. Thus, the Parliament is absent, and there is no ground for this document.
Second, the interim government has been anti-constitutional body, since new Constitution came into force in July. The interim government is illegal. Many members of the interim government resigned to take part in the Parliament elections, so I think, this document was developed and signed by the members of inexistent interim government.
It proves continuation of adoption of anti-constitutional documents by the interim power.
You know, that the situation in the country is very complicated now, there is a hard political situation. A new conflict may burst out again anytime, at any place of the country, the socio-economic situation is catastrophic and is declining every day.
Instead of creativity, the interim government is in for political adventurism, and it will deteriorate situation in the country. The county needs stable political situation, improvement of socio-economic condition. I think they will have the same destiny as Bakiyev’s team… I am very concerned about the situation in the country, its destiny in these conditions.
- Askar Akayevich, are you going to dispute the document on your immunity deprivation with the interim government?
- No way!. I think it is fruitless. This document shows once again, that a group of people usurped the power and releases anti-constitutional documents. Thus, I am not going to start any disputes.
-Do you have an attorney? What does he advice you?
- No, I do not have an attorney; I had an attorney 5 years ago, when Bakiyev and his team started unprecedented scandalous campaign against me. They were also trying to subtract my immunity, but they did it in legal way through the Parliament. That time Bakiyev’s Parliament did not find any ground for that. Now I have no need for an attorney.
