It is incompetent and will never build a $1 billion plant - Sharlapaev commented on industrial policy

Astana. April 29. KazTAG – Give even $1 billion to an incompetent person, he will never build factories, said Kanat Sharlapaev, Minister of Industry and Construction of Kazakhstan.
“The opinion that you can give money to any person, and he will always be able to do something with this money, does not correspond to reality. If he has never built a single plant in his life, even if you give him $1 billion, he will never build them,” said Sharlapaev, answering Deputy Rau’s question about the novelty of industrial policy.
According to him, in the new industrial policy two things are done differently: all major projects that are currently being implemented are being implemented with very well-known technology partners and there is an understanding that not all industries are suitable for Kazakhstan.
“Therefore, now all the industries that are developing and metallurgy projects, Kazakhstan has a huge metallurgical heritage, we have always been a large metallurgical country, therefore, we are simply building on the base of experience and human capital that exists,” he added.
